Who knew that resurfacing work was a spectator sport? This photo showsbitumen being laid at the Boulevard in Blackburn. We don't have a date for the photo but we'd guess maybe the late Forties or early Fifties. It had certaionly pulled in quite a crowd. If you can help[ date this photo, do lt us know.
